Once again, this isn't just a case of a few bad apples. The Taliban AREN'T just an anti-Western insurgency - they support radical Sharia law, which could be seen during their time in government. They're NOT completely decentralized, you can't say they're just a collection of completely separate groups:

This piece strongly purports the notion of, at a greater level, an organised Taliban. While the specific cells may have some degree of autonomy, they ultimately serve the main leadership, follow the guiding principals, and are directed at slightly lower levels. Even in other, sourced articles such as their Wikipedia page, they are referred to as a collective organisation - not just a bunch of unconnected cells.
When the volume of atrocities against minorities, women, innocents, etc. is this large in proportion to the Taliban's size, you can't say that these are anomalies - these are the norm.
