Personally I think 16 is the limit for when a person can mindfully make decisions such as sex. From a legal standpoint, where you come from is irrelevant. Arizona's laws are different than yours. And frankly there's a reason why 16-year-olds are generally considered not mature enough to do a lot of things.

Say you're 25, hook up in a bar with a 16 year (in a place where booze happens) you might often get out because you were not likely to know the other party was below the age of consent and looking at them you might not have expected. The second fringe case tends to happen when both parties are around the age of consent, one above it and the other below it. Courts often don't pressure this one either.

However, there's a few other laws in place that effectively makes the age of consent for Washington state 18, not being able to communicate sexual activity to people under 18 is one of them. So even though the official age of consent is 16, fucking someone younger than 18 will probably get you a lot of trouble
