Nothing special about this.
Military pilots have had the authorization to protect themselves for as long as military aviation has existed.
This is a story out of nothing.

Israel has set up field hospitals along the border and has been treating Syrians that make it over.
Israeli Druze (who are traditionally pro-Assad) claim Israel has also been treating and assisting Syrian rebels, specifically Al-Nusra.
However, Israel has officially committed to protecting the Druze on the Syrian side of the border if they are ever in danger in this conflict.
Other than that, Israel has been routinely attacking Syrian and Hezbollah forces whenever there was an attempt by Syria or Iran to deliver significant weapons to Hezbollah, and whenever anything explosive drops on our side of the border, Intentionally or otherwise.
As for Iran, last time Israel attacked a Hezbollah unit on the border it ended up killing high ranking Hezbollah and Iranian officers. Supposedly Iran by way of Hezbollah are attempting to use the opportunity of Hezbollah forces being in Syria to set up positions on the border as means to threaten Israel and create another potential front (in addition to the Lebanese border) in the Iran-Israel proxy war.
So there's that.

This is why the whole "private media is always better" rhetoric is bs. They have a vested interest to lie and sensationalise in all things. At least state owned media at worst has interest to lie about political stuff and at best has interest to remain unbias lest the next political party voted in cuts funding or people vote to have it privatised.

Not trying to start a war imo.
Arms companies benefit from arms build up and posturing coz both sides will be wanting to stock up on goodies.
Contractors/corperations benefit since lots of US/UK army's support/cooking/maintaince/transport/ancilliarys are privately owned. More/bigger army means more money. Often with inflated price and cost plus contracts.
Banks benefit coz they can make out more loans.
Media benefits from easy to make stories. "russian nuclear capable jet flys close to countries waters"
Rebuilding people also benefit since they get rebuild contracts, like halliburton got after iraq (billions) more relating to US ambitions in Syria and Iran than the whole "Russian bear is coming" thing.
Stock traders benefit since a war will cause a raise in stock price for any of the above companies.
Politicians in most countries have ties with any/all of these groups and lobbyists from those groups have a very large influence over the rest.
Politicans also benefit since the whole "Us Vs Them" mentality gives them greater power and makes you easier to manipulate.
Don't need a hot war to reap the benefits of war.

For that someone has to attack. We sure as shit ain't launching anything over a downed jet. At the absolute most it'll escalate to a local skirmish over which everyone will just then agree that it was a misunderstanding/miscommunication and no biggie, let's pay compensation to the families of those who died.
Given that Tornado GR4 is a ground attack aircraft, this would be an impressive feat.

Well, they can be equipped with AIM-9. Don't know about ASRAAM. At the very least, they could be equipped for self-defence, and rest assured that they train for it.
