ISIS is unintentionally uniting the worlds most influential nations through a common hatred. How ironic.

Contrary to popular belief, treaties are the second highest form of law in the US. Japan's military IS the US. The Japanese defense force is their national guard. Our national guard only has logistical capabilities within the US. Theirs is quite similar.
To find one man (Osama), they burned through the whole country, battalions raising in arm. But againts a definite terrorist threat (ISIS), they seems pretty meek about it.
