The only thing he has right is that SWAT didn't exist before the mid-1960's. Before that, the solution to an armed suspect was to hand out Sub Machineguns to beat cops and hope for the best. Other than that, regulations were a lot more lax for police officers. There was a time when police could shoot at a suspect just for [I]running[/I].
