Why would you assume that the shelter is closed of a weekend? Surely if your dog was missing you'd at least ring and leave a message, there'll be someone in to feed the animals at some point.
What procedures did the person actually fail to follow? Is it like a one for one thing, one dog goes in, one gets put down? or is there a set time period?

Dogs in kill shelters are held for a minimum and maximum number of days before being euthanized. I know some Chicago area shelters have a maximum for one week, others have maximums in the 2-3 month range (significantly less busy ones).
Odds are, this guy killed the dog before waiting the minimum number of days and before doing some form of check to test for domestication/ownership.
