Just tried it on Windows 8. My gifs remain disappointingly static.
Eat a dick, Microsoft.
Doesn't work on Vista.
I get an error when I try to start it

It's literally as easy as running an .exe to install, and again to uninstall if you don't want it. I put together a very simple readme as well:

That doesn't work at all for me, I install it yet no gifs play in the viewer anyway.

If it's about the missing DLL, then remember to set the compatibility mode as mentioned in the readme I included.

I'm not sure why that's happening, as I didn't make the program myself. Try emailing the author (his email is in the source, as well as the readme).
So, can someone better explain how the tool works? The description in the article just made me a bit more confused.
I just load GIF images into Firefox, although the format is quite old and fairly easy to implement, viewers still handle them quite badly in some cases (I've seen issues with IrfanView, IE, the windows photo viewer, Preview on OS X treats it as a multipage image, etc.), while Firefox on the other hand supports them pretty well.
Anyway, I tried the program last night and I could barely get it to work, even though the video I was feeding it should have been ok (Static shot, small amount of movement) it just made it into a corrupted mess. Anybody else had luck?

I'm not sure if this is a windows 8 issue, or if you're simply opening it with the wrong program, but make sure you're using Windows Picture and Fax Viewer, and not Windows Photo Viewer.

If I open a .gif with Windows Photo Viewer, it will remain static as it did on your end. It will only animate in Windows Picture and Fax Viewer for me, at least.

Wow, I'm a complete asshat. Read the readme and now it's working. I can only get them to work in the Photo and Fax Viewer and not the Windows Photo Viewer, but it's better than opening a new tab in Firefox whenever I want to look at a gif. Thanks.

That's called "datamoshing", if memory serves. I don't know how it works though.

Preview won't play gifs properly, but Quick Look will. it's very odd
I tried the program. It plays them the same speed Irfanview does.
I'll never understand why, out of a whole lot of different programs, only my browser can display gifs properly

Datamoshing, a technique that takes advantage of the compression in H.264-compressed videos.
H.264 has two main types of frames that are important to know for Datamoshing.
I-Frames: Keyframes where the entire image is stored pixel-for-pixel. What you're shown on these frames is a true flat image.
P-Frames: Frames that contain a set of instructions for every frame after the last I-Frame. The picture in an I-Frame is broken up into blocks, so the instructions tell these blocks where they need to move, and how pixels inside these blocks should change.
Datamoshing relies on P-Frames, the instructions. That Cameron GIF uses a single P-Frame at the end, repeating one instruction over several frames.

it used to be complete ass and that datamosh-esque effect would happen loads
but they fixed that years ago but it never shook that reputation off

Yeah, I was chatting yesterday with some people about VLC, and all their complaints were about things that were fixed years ago.
You'll still get that affect if you drop frames though, you can't avoid it (My PC has enough power to decode 4k HEVC content fairly well, but not enough to decode the keyframes in time, which means that the first part of the video works until it hits the next keyframe, which is dropped, then the smearing happens, etc.)

I always use FastStone Image Viewer. It's more or less like ifranview but it plays gifs full speed.

tried it, but i can't get a good framerate on the higher fps images
also irfanview will tear the gif if my music player is playing (winamp)
does it have a vsync or w/e appropriate?
anyone have any examples of this working? the only thing that comes up on a google search is this thread

Never in MPC though.
