I don't quite get how this works could someone explain. I mean in the UK no results can be returned till 10PM. In the US do the results get returned as they happen?

I believe it's as counties and such finalize their counts. So that 0.7% might be one county or town.

Doesn't it push voter apathy through the roof as well anyway, I mean people could easily think "what's the point, the candidate I want to win is going to / can't win".
On a similar related note, in the UK you can't even publish survey information on the election day to prevent any sort of manipulation. The way different countries do it is pretty weird.

Late to the show there. Try watching different news outlets and you'll see vastly conflicting poll results.
