Keystone pipeline would benefit the economy but would be unbeneficial for the environment. Like everything else that includes natural resources.

No, they are the ones who actually vote.
Basically when a person goes to the booth they put in their suggestion for president. Those suggestions get counted up and then the state legislature sends out electors with the suggestion to elect whoever got a majority vote in the state.
So if 51% of people vote for Obama in Washington State, the Washington State Legislature sends out its 12 electors to vote for Obama in the election. Whoever gets to most(and at least 270 votes) wins the election.
Whether an elector is actually compelled to follow their state's suggestion varies state to state.
I'm pretty much going to sleep when it all starts and I wake-up with the election just finished.
