They would be forced press charges on the next person to assault and employee to make an example, and then again next time until it stopped.
Which is something the bar wouldn't like because they're forced to 'attack' their customers, as well as making a name for themselves as a hostile environment. The employees likely dont want this because they dont want to have to be "bait", as well as probably preferring to not make a fuss over themselves. And the customers certainly dont want this for obvious reasons.
It's a lose-lose-lose and this bar probably had a meeting about whether it's a huge hit on their pride to just give up on traditions, but it's for the best.

That can cost the bar money. Money they might not be able to afford losing. I agree, the men should be able to wear their kilts, but seeing how every solution could be considered bad for business, this is likely the best option.
