Russia to destroy all of its chemical weapons by end of 2017

Not a new stat if I remember correctly. I had to write a paper on chemical weapons in my High School English class and I seem to remember them having 2017 or 2019 as a benchmark goal for disposing of their chemical weapons supplies.
