If I were going to give out knives I would give out a higher quality one, a sturdy lock blade with a thumb dot are pretty cheap now. I think those are really basic fold knives with a small fingernail groove to open it with, it would probably be difficult to open quickly under stress.

do you guys really think that the second an Indian woman is given a knife they're going to stab everyone who even looks at them?
they're not animals jesus fucking christ, this is just giving them a way to defend themselves and pose as a potential deterrent to rapists.

If kids and teenagers in India weren't aware of 'proper ways of sexual etiquette', as you put it, rape wouldn't be considered so wrong, would it? It's not like this shit doesn't happen in Western countries, either. Only India has a seventh of the world's entire population in it. Trust me, India's a country not far removed from the USA or Canada, but in addition to the normal difficulties, they have to deal with too massive a population for the government to be everywhere at once.

Oh right, I forgot to factor in the problem of having around 1.2 billion citizens. With so many citizens in the country, I guess it makes sense that it's no easy task to ensure that certain people don't do too many horrible things, since there's so many people to deal with that it's hard to see the trees for the forest.

That's the issue. Things are improving, which actually surprised me. Law enforcement is getting far more efficient, civil liberties for minorities based on sexual orientation and gender identity have become part of the public focus, and the economy is growing. I have high hopes for India in another decade.

It'd be more beneficial in the long run to actually *get people to stop raping*, but it seems the Shiv Sena has gone down this route.
I find it ironic though - the Shiv Sena are a group of goons who go around harrassing couples in Mumbai (particularly on Valentine's Day) because they find it against "Hindu culture". I wouldn't find it surprising that they'd also be of the same mindset that "the women getting raped were asking for it by wearing jeans and western clothes". This act of handing out weapons is merely a sham act of making it look like they care.
