if I recall correctly, it's because the mouth movements were created for a different language
I'm guessing Japanese stories are less focused on the acting and characters and more on the story itself.
They all seem to follow the same arch-type, yet we all watched pokeman and dragonball Z and whatnot.

Also, a lot of the anime we watch in north america is directed towards kids.
Kids don't understand emotions like adults, and so they need help what characters might be feeling.
Over the top voice acting helps them.
