I mean, look on the Croatian side. We have a couple of war criminals who got their sentences(Gotovina, Glavaš etc.), but they're known for leading some of the most sucessful operations in the war. Ratko failed multiple times, a general that would lead so many failed operations in the Croatian Army would get so much flak he'd have to move overseas just to escape from the wave of angry war veterans.
