Legally age only matters for fictional characters in the UK, Australia and I think a few Scandinavian countries. So they could be 8-year olds and it wouldn't matter outside a few countries which Nintendo probably didn't plan on selling it in to begin with (porn games sell very poorly outside of Japan).

It's like 13 but that's just the bare minimum; the various prefectures can set any age higher than that and they all do.

You can be able to give birth before you reach sexual maturity. Sexual maturity involves fully developing breasts, hormones, and all sexual organs to the point where you'd be able to give natural birth and be able to take care of the child afterward with milk and the like.
