When I was in Hangzhou a few months ago I was eating dinner beside an old Chinese couple and they profusely apologized to me for the pollution. Same with a friend I met in Jinhua a few days later. (FYI those cities are an hour's train ride from Shanghai so the pollution could get bad). It's not like they don't know about the pollution - it's just that the guy who owns 50 coal burning factories doesn't want to waste time fixing it, in the same way that no American wants to take the bus over a car if a car is more convenient. We have much the same issues in India - nobody gives a shit about safety measures or standards here, because what's one body more or less? There's always more where the last one came from, and so forth. And the general public are largely apathetic to their surroundings, not to mention everybody tries to get away with doing the minimum possible work and always tries shortcuts and cutting corners, a symptom known by the statements 'jugaad' and 'chalta hai' which essentially means 'it'll do, no need to go any further.'

Are you blatantly trying to mislead everyone? China has nearly twice the emissions output that the US has. Per capita isn't really relevant in this situation. Another thing is, is that if China were a more lenient country and let people own automotives prior to like 2005, then they would most likely have a much higher emissions output per capita, and overall.

Second, part of the reason why China can be as bad as it is is because its an oligarchy. There's no opposing parties to hold the government's actions against them, in fact the only reason why the Republicans aren't using this NSA crap against Obama is because maintaining power on an international level is a bipartisan effort and losing that would be a mutual loss. A lot of the shit China does has nothing to do with international politics; they only happen because the Chinese government doesn't want people figuring out ways to crush the oligarchy.
