Driver: San Fran is a stunt driving/racing game, GTA is open-world sandbox. Totally different, if anyone thought they were similar purely because of location they would be complete morons.

The "general public" function off of reviewers and game news sites. These sites would not compare the two games purely off location, rather if they were the same genre etc.

That's a broad statement. The vast majority run from publicity drawn from TV adverts. Your average viewer will put 2 and 2 together to make 4.

Unless they did it in the same style, same time with similar characters etc it wouldn't work. If they did a gritty as hell version of San Fran, it wouldn't be comparable in the slightest. Its more about atmosphere than anything.
It turns out that all our speculation is wrong and Rockstar just did this to fuck with us.

Decent story and atmosphere but the on-foot sections killed it quite a bit.

But I could tell the game was a bit rushed in some areas or it looked like they wanted some features, but never got around to it.
Actually, what's still amusing is going on a drawbridge in the game, and making it rise up when people are still on it ala Maximum Overdrive style. CARS FLIPPED EVERYWHERE.
I hold hope that no matter how Rockstar approaches this new GTA, it'll be epic.
Also a random idea to throw out. Why not make the install feature better for consoles by including the base game on one disc, and two or so discs for much more music, or taking the ability for the PC version to play user added music, because GTA is better with the Misfits.
I hope there is another video editor thing in this.
I also hope consoles get a video editor too, but that's just my cheap self being optimistic.

I love the physics of GTAIV, but I love the levels of SA and VC. Idc where they put it.. I'm just excited they are finally making a new one.
