That's the problem, they weren't trained in water rescue. Firefighters are trained to rescue people from burning buildings, not water. The reason they had no training is because the city was to cheap to pay for it.

I mean, I can also try and rescue people from a burning building and I don't know a fuck about smoke diving, but hell I'm a hero so I'm going in!
I can also rescue people from icy water. I know I'm not the best swimmer, but maybe I'll learn it as I dive in.

The whole ordeal is unfortunate, but somehow I doubt you have more courage than people who save people's lives for a living.

In the states it in your best interest not to save someone, unless you are a trained and have the gear. With the laws down there you can lose your job and be sued if you attempt it. Even if you do save his life you are legally fucked.
Red tape saves the day.

That's pretty much how it works everywhere else.
So, if you are a firefighter, would you be willing to try and save the guy, with no experience with it at all. If you both survive it you would risk losing your job, be fined or even get in jail for it.
Aren't there Coast Guard bases in San Fran though?
You would think they could call them to help. Sea rescue is like 50% of their job.

when my brother went through EMT training (which the firefighters also go through), they're told to knock the person out if the person is trying to fight back when you're saving them
