You can't say that because ignorant people don't know about certain things that it means those things aren't offensive. If someone from China has never heard the word "nigger" does that make it alright to use the word "nigger"? Besides, people may or may not be offended by the meaning, they might also get offended by the idea that America is a Christian nation, with the government paying for Christian monuments, despite the fact that you're inherently supposed to be a secular nation. I'm sure not all the troops were Christian anyway, and if they were, not all of them wanted to be represented by a cross.
