No, they're OK because crosses on headstones don't show a preference for one religion over others.
Having a giant cross on federal land and calling it a "war memorial" shows an obvious preference for Christianity.

I'm not sure about this. In the context (of it being a memorial), it should be considered that the cross can be the classic sign of memory for the dead, regardless of religious nature. This stands apart from the obviously religious origins. In this case, the cross itself seems more like a simple, classic monument of memory alone, rather than memory of the souls now living in union with the Holy Spirit.

No they don't, those are only private and European cemeteries, most federal ones use common headstones with the fallen service member's religious symbol of choice etched onto it

Not really. No-one is stopping them from erecting a different religious symbol.
Thank god we didnt use crosses at arlington. We'd have to have some heavy excavation.

Maybe not in Iran - but this isn't Iran, is it. It's a place where crosses are used as a non-religious symbol of death.
Crosses have always been associated with veterans - they're graves are marked by a cross, this is just a memorial for those veterans like any grave cross is.

Because Iran is a place where crosses might not be a standard non-religious symbol of death? If you're talking about the impact of this on people from different societies, it's irrelevant - we're not in their home country, we're in this one, and in this one, crosses can be non-religious.

It can't be erected for easter. That's the government showing favouritism to a religion(christianity) which breaks secularity. Don't say it isn't in the constitution, that's not an argument, it's favouritism to something, they have to be secular to be non particular about religion.
