No, because only one of four significant historical commentors that we know of, William Rawle, would agree with that definition of "Natural Born Citizen." The other three posited that it's either A) if both parents are citizens of the United States, or B) if you were born in the territory of the United States. Citizenship for natural born citizens was defined as well in an act passed in the 17(80s)?, can't remember exactly when. Essentially, if one parent is a US citizen, you're a US citizen.

I was born in the U.K. and my mother was an American citizen. I live in the U.S. and I have a certificate of foreign birth but I am a natural born American citizen. It's not up for interpretation, there is no grey area. I am an American citizen.
