Zombies aren't real. When will people understand that. Sure, there are cases which sound like zombies. But these people aren't undead. They're under the influence of a drug, not the T-Virus. I know we like to pretend that zombies are real and it sure is a great way to make cash from fools. But I don't really think that panicking the public into becoming super defensive so if anyone knocks on there door they get a face full of buckshot is really the answer. I dunno. That's just my opinion anyway.
