No, most games are art. They can be beautiful masterpieces. The only difference between video games and more traditional art forms is physical materials vs lines of code. To compare it to drawn art:
Flash games are doodles.
Low-end mods are graffiti.
High-end mods are undiscovered talents.
Major companies are professional artists.
The mentioned game and all others like it, though, are porn.

From what I understand a group of feminists in the UK complained about Rapelay and managed to somehow be intimidating enough to frighten enough Japanese politicians into passing a crapload of anti-porn laws despite the fact that they make a surprisingly large amount of money off of porn.
Of course Japan never made sense when it came to censorship anyway. How the hell does drawing a skinny black line over someone's genitals makes it any less offensive?
