He obviously wouldn’t be able to fly the hypothetical attack party out due to the NFZ. He wouldn't be able to send them by boat either, due to the blockade.

Gaddafi could actually get into Italy to fuck shit up. All he needs to do is to load a commerical plane (which are still allowed under the NFZ) with a bunch of troops armed to the teeth and disguse it as civilians fleeing Libya. Then he can land at an italian airport and proceed to fuck shit up against the civilian population. Obviously it would eventually be quelled, but he could cause some serious fear and distruction before that would happen, similar to the terrorist attacks in India a couple of years ago.

He's declaring war to a NATO country, he's pretty much giving green light for NATO to actually get armies in the country but, chances are nothing will happen unless Libya actually attacks mainland Italy(which I doubt).
