It would be grounds to completely flatten Libya.

I'm not quite sure about Italy's current foreign policy, can they start non-NATO related attacks because Libya has declared war, or will they wait until they actually try to attack? I ask because I doubt they ever will, Libya can barely keep up its defense right now.
