Theyre only pulling out all these threats because of the sanctions being put against them due to their nuclear tests.

They have to say something, they cant just go "oh yes please, hit me with the sanctions iv been a naughty boy" so they go "grr im mad how dare you oppress us there will be dire consequences" but as usual nothing will happen.
