1. Just send him to prison, it may be a cat, and I think it's absolutely horrible that he did this, but killing him or torturing him is extreme. 2. To that statement about him just paying a fine for it as if it was a normal object, I think there is a distinct difference between a TV (or any piece of furniture) and a cat. I don't think anyone would be looking at this if it was "Man Brutally Smashes Neighbors Coffee Machine and Brags About It". And just because it's not a human, doesn't mean it should be dealt with on the same level as a household object.
