I thought the reason you had multiple lifeguards at a pool was so if one had to go into the pool or something similiar, the other lifeguards are still watching over the pool.

If I were one of those lifeguards I would have been on edge and investigating any claims if it was that murked up.

The only way to investigate a possible drowning in a large pool like that is to close the pool, get everyone out. A lifeguard, by his or herself, isn't going to accomplish anything with a crowd of people in that water. I think it's safe to say that the people in charge simply did not want to close the pool no matter what.
I am a lifeguard. This shit would never slide in our pool.
