What makes me pissed off is the notion that the law is going to be lifted for Olimpic contestors and tourists.

Lets remember that in this case it's sadly not really matter of corrupt government. Homophobia is pretty much the public standard in Russia. In this case, Government is sorta following the democratic wishes of it's populace. Tyranny of majority etc.
Generally, I wonder why are so many Russians so homophobic. I always had quite a bit of exposure to Russian culture, and in what's related to that - they seem to always have been very "brotherly" and close to each other, and I think that even physically, I think? I mean, all these hugs even between strangers, kissing on cheeks, etcetera. They seem quite used to physical contact and sort of more passionate bonds of casual friendship. I am not sure how that plays out with the massive homophobia most of them harbours.
I think at big part of is based on xenophobia, even more so than elsewhere. Russia was always far more firm in keeping it's religious approach towards homosexuality, even far more so than USA. Since the west is over the last few decades really learning to deal with the issue and becomes less and less homophobic, they might perceive the idea of tolerance in these questions as alien western influence, if not even propaganda and an attack against their national sovereignty.
I don't really know. It's just thoughts.

They might really want to, but I don't think they want to crash the high they're surfing with the whole Snowden thing just yet.

honestly i would love if the olympics were put on the shelf for 20 years and then re-visited when we work out our god damn problems. the IOC is super corrupt, the world cup is just as bad, and then these countries spend billions building shit thats never going to be used later on and then there's the hypocriciy regarding the law with how its applied to the locals vs tourists. in china for example, they had armed military guards standing watch over the olympic shops for tourists keeping local people from enjoying the games that were hastily put up ontop of their goddamn houses. London was probably the one and sadly only exception to this trend, there they decided what they needed to keep after the games, and what they didn't need, and only like two of the many structures put up are there today. the area they redeveloped was not on repossesed houses but empty land that needed re-developing and now people enjoy the nice pool they built along with the big new greenspace left behind by the re-developed stadiums
I think that this might be a good time to mention that in 2012 the Olympic village went through something like 48,000 condoms in the course of the games.
