I've done some research and it actually is illegal according to the [url=http://www.legislation.gov.uk/ukpga/1981/42/contents]Indecent Displays (Control) Act of 1981[/url]. I expect Tesco has a policy to contact the police if a crime is committed in any of their stores.
People who do this in the UK probably don't realise they're committing an offence in the eyes of the law.
