The good news is that the net neutrality debate was already going on without a major push from the ISPs in a while. A ton of people are already well informed on what's going on and aren't likely to fall for the ISPs tactics

Will we be seeing direct results when this is passed? Like will my internet speeds jump up after this? Not big on internet terminology.

If all the aspects of Title II are enforced though other ISPs might be able to move in.

Every day they'd have to go to the library to check their email and other stuff in addition to all the other places they have to go.

People either don't read or greatly misunderstand what they've read. This wouldn't effect them directly at all. What it does is prevents isp's from "extorting" other businesses, using their customers internet speeds as leverage. This is net neutrality- that all traffic moves along at the same speed. No fast lanes for Netflix, no slow lanes for smaller company competing against Netflix that can't pay extra. What you should hope for (but isn't likely)- is a federal law allowing public infrastructure to be used for Internet traffic. Think Google fiber but rather then wait on Google a city could do it themselves.
