They should load a plane's cargo bay with inch diameter steel balls and drop them on the infantry/cars. Would be rather effective and inexpensive.

The US used these a lot in the 90's If I remember right one problem is they could neutralize the vehicle but not always kill the entire crew nor could it provide the concussive suppression that naturally occurred after a blast.
