I can see why they didn't go through with it. It's like when people would bombard their AIM contacts with warnings until they got to 100%. It'll probably be abused here in the same way, "for the lulz", and they'd have to go through all these reports one by one.
They'll probably have another way of facilitating reports.
If someone has a problem with someone on facebook they could always just call the police? Is that really that hard?
