I think Putin is very well capable of leading a nation like Russia. However i don't think he is dumb enough to rig the election where the turnout would be 99.48% in his favor...

I've heard that the election rig might've been a set-up that followed up with a set-up protests, to lower Putins authority. Sounds very likely to me.
