I don't understand. The first driver would have to be pretty idiotic not to see the child in the street, and even if he did not, he stopped after going over with the front tires, then went over more slowly. Why didn't he get out to check what he suddenly drove over? Jesus.
And I fail to see how the second driver could of missed someone dying in the streets. It's your responsibility to pay attention to the damn road.

This is a regular thing in Asian countries. They are told to leave people until help arrives so as not to cause further injury. The people who walked past probably assumed help was already on the way.
