If it was me, I'd walk by, whip out my phone and call 911.
There is nothing else you can do if you're not a trained paramedic or a doctor.
You could stop and stare, but that does not help either. A large crowd of watchers isn't any better.

What if medics could save her but you decided to drag her from the road and accidentally did something that caused her to die?

If you can't help, do not try to help because chances are it will only make things worse.

I would never move her, I'm only able to doctor very simple wounds, even then, not so effectively, and if you try picking someone up who was hit like that, your likely going to make everything 80% worse 90% of the time. The best you can do it block traffic from her and help in any physical way possible. What people did was walk past her, completely keeping their eyes off them as its a daily occurrence.
I know that in this case though, avoiding them is a must in fear of a truly oppressive government. But I've seen videos of an old man in America getting hit, and lying in the road, people not doing a fucking thing. First thing I'd do it drop what I'm doing and block traffic, call for help, and force people to stay the hell away.

That's different. People saw it from their apartments and assumed someone would call the police. It was more of a domino effect. When you see a kid on the ground that can't move and blood everywhere and you just walk by, it's different. Also, it was 3:15 A.M when it happened.

What I was saying was, CALL THE FUCKING PARAMEDICS that you keep rabbiting on about. None of them did that, and it was not only the most obvious course of action, but the best one. And yet they left her be.
There is no excuse for that (barring "I didn't have a phone", but 90% of most people do).

Oh yes there is an excuse, many of them.
Note, I am not saying this is good, I am saying there are.
1. People are scared of the law. Really. Not everyone is ready to risk their or their family's life and income over a stranger. If you were the only one in your family who was earning money and everyone depended on you, would you risk getting jailed for helping a stranger? Some would, some wouldn't. To me it's a very good "excuse" because sitting in jail while your family is homeless is not a great experience.
2. People are scared. It's not every day that you see a decapitated human and lots of blood. When people are scared they wish to run away from what's causing it. Do you want to punish people for being "weak"?
3. Bystander effect. Not really an excuse, but it happens, and it happens often. If you see a big scene, chances are someone has already called an ambulance.
4. Humans are desensitized by today's media. It's all about greed, selfishness and violence. Everyone says how greedy or bad this or that is, but no one tells how good something is and that you should be good. You can't blame a person for that, it's kinda like blaming a dog for knowing only one trick.
I do NOT approve of this, but this happens and there are many reasons why. Many people do not want to get involved and you can't really blame them. If you can, you yourself aren't a very good person I think.
Maybe someone called off screen, you don't need to stand still to use a phone.
The only thing you could do is redirect traffic, but then again, this is China and human rights aren't very popular, so they do not consider helping.
Then again, what are you offering to fix this problem? Sure as hell shooting them all or imprisoning them will fix jack shit.

It's not laziness. As more people are involved, everyone starts to feel less and less responsible. If there's one person witnessing something, chances are he will act. If there's a hundred, chances are they will all expect the "leader" to act.
