The "black market" in this case probably wouldn't be a violent one, i don't know, but people would be getting in trouble for maintaining their own plants. That is stupid. However i agree on your view for allowing grow and ingest their own plants, it is their right, a limit on numbers is kind of dumb but i think as long as you aren't selling it you shouldn't have to meet any regulations.
