If the outrage/emotions can be harnessed as a means to break down those institutions and the shame/danger involved be used by budding politicians to avoid getting into such clubs then we could fix it.

We don't assume people are good natured, this is evident by our use of capitalism (assumes self interest and preservation over other motives). We can still do this by making the cost of corruption higher than the cost of not being corrupt. This can be achieved by more transparency, making corruption more visible and easier for the public to audit.
