I think it's rather the fact that he decided to sign that executive order at all. Doing that right before their president is gonna come talk to you basically amounts to spitting them in the face. Trump was quick to post that he wished he'd rather not come anyway, but I think the president would've cancelled either way. Simply too much of an embarrassment.
