I don't see the issue here. There's clearly a difference between a man's "breasts" and a woman's breasts. We don't really have breasts, some may call it that, but it's really mostly just muscle, maybe a little bit of fat. A man with tits is probaly overweight. We don't produce milk, so they aren't used for that. Large majority of men don't get sexual pleasure from their nipples, so you can cross that off too. There is a difference, and hence the laws are like that for a reason. It's not a 'mindset' it's just decency laws. Men don't have anything up there to cover up, so what's the point? Nipples are a sexually-neutral organ, similar to arms and legs. There is no specified reason why Males have them, hence why we don't have to cover them. Women however, have 'breasts'. These produce milk and are used for sexual pleasure, so they fall under different jurisdiction. Next, women will be saying they should be allowed to use the Men's Washroom because it's "inequal" somehow. I really don't see the issue.

Even if it would be allowed to be topless despite what gender you are, it would take some time to be adjusted to. just imagine, boobs and boners everywhere. now the thing about rights. sure, everyone should have the right to be topless, but you also have to consider how other people will react. If there is an amendment made to any indecent exposure laws around where i live, i would really like to see the reaction amongst the community.
