RCMP switched to an encrypted radio network last year.
I remember my local TV station reporting on it because it meant they couldn't listen in to the chatter and get their van to the scene. They now have to wait for the RCMP to issue a press statement.

If he went into the woods I imagine it would be a lot easier to see him on thermals. Police helicopters can be equipped with a FLIR camera, and one person alone in the woods might stand out, although I have never actually seen what shows up when you look into a forested area with a thermal camera.

Assuming he hasn't covered himself he should stick out like a sore thumb. If he's got some somewhat new surplus cammo netting they really won't see a whole lot. It's not super hard to defeat FLIR. Hell a thick enough blanket at room temperature will hid you for a bit before your body heat has a chance to warm it up.
Although I imagine unless he has a military spec ghillie suit, he would need to be stationary to hide from a thermal camera. We've had a thermal camera on the woods all night. They spotted him twice and both times he's gotten away.
