The photo was taken by one of the local papers, someone grabbed it and started circulating it online. They likely had a very high zoom lens and didn't get anywhere near him

I have noticed this before actually. As soon as a thread about a mass shooting of some king shows up, usually there is somebody who says "Don't talk about guns! They're completely unrelated to this event and it's due to poor mental health provision." This is often followed by somebody saying "Politicians are abusing this event to pass more gun control legislation".
The fact that these same people often happen to be firearm owners and push in these messages quickly in order to shut down debate about tightening gun legislation. The potential conflict of interest does not seem fully appreciated here.

Sure the amount of guns you own is proportionate to how far North you live, but not everyone is ready and willing to take someone elses life.

The dispatcher would likely tell the civilian to remain hidden and safe. I'm not sure under what circumstance they would tell you outright to take the shot.

I said what I did because I do hate when mass-shootings are used to push a gun control agenda because they're anomalies in the grand scheme of crime, and politicians use them in an attempt to scare the general public about guns so they can ban them and look like they're trying to do something about crime, when in reality they're ignoring the fact that about 90% of shootings that occur involve gangs in some way because trying to deal with gang violence takes too long and costs too much money. If someone wants to talk gun control, I'll happily debate them, but it should be done on the evidence-based merits thereof, not on fear-mongering nonsense and emotions following a high-profile shooting, and generally emotions and fear-mongering are what politicians use to try and pass gun control on the tail of a high-profile shooting.

Some of the largest collectors of firearms actually live in urban centres, and tend to work decently-paying jobs. There's nearly a hundred thousand gun owners in the City of Toronto alone. The further "out north" you are, the greater likelihood you'll have at least 1 gun in your house, but in urban centres it's likely a gun owner will have at least 2 (a deer rifle and a turkey/waterfowl shotgun at the minimum), or more (in all likelihood, they'll have several hunting guns, a few guns for plinking, some guns they bought because they were cheap, and a pistol or a few).
