That's not really how it works.
I don't really understand how an internet cap works.. My internet (Verizon) has no cap and it is pretty damn cheap.
My ping is also lower than 30 on basically any server I play on aswell.

You probably have a speed cap then. Generally you either get high speed, or unlimited bandwidth. You'll pay through the roof for a combination of both.

Latency is completely unrelated to the speed of your connection. Speed of your connection only comes into play if you fill the line (Because then traffic gets dropped or queued - increasing the time it takes to send and receive the data)

Not quite, the distance hasn't changed, nor the speed at which the actual data is traveling down the line has been changed. We have "widened" the "river", so to speak, not increased the speed at which the water flows.
