I don't really understand how an internet cap works.. My internet (Verizon) has no cap and it is pretty damn cheap. My ping is also lower than 30 on basically any server I play on aswell.

You'll pay through the roof for a combination of both. [editline].[/editline] Latency is completely unrelated to the speed of your connection. Speed of your connection only comes into play if you fill the line (Because then traffic gets dropped or queued - increasing the time it takes to send and receive the data)

We have "widened" the "river", so to speak, not increased the speed at which the water flows.
