• Iphone 5 is noncompliant with EU charging standards

They could do it over the course of 10-20 years very reasonably, and with relatively little hassle. The key is plotting out a road map at least a decade in advance to give everyone, including manufacturers a chance to adapt. I'm American, so correct me if I'm wrong, but all of Europe uses 220 or 240 volts at 60 hz correct? Or at the very least it all uses the same voltage and frequency? That just means the plugs need updating, and they can easily do this by announcing a plan, giving it 5 years for all the companies to set up their hardware, and then start phasing things out, using adapters in the meantime. Hell, here in the states you can pick up replacement plugs for a couple of dollars. Handy types will spend a few Euros here and there to swap the plugs on their old appliances, and the EU could even encourage this by having licensed electricians (I assume you have those), or something similar replace the plugs without voiding warranties. Sounds like a very reasonable stimulus package if you ask me.

Maybe if the United States of Europe became a thing then they would change the plugs.
We already have the europlug which works in all european wall sockets except for the BS 1363 system found in Britain, Cyprus, Gibraltar, Ireland and Malta.

It really is shitty of them to say they would do it then turn around and not. Kinda expected from apple though.

When my mom got a new phone with MicroUSB, I was able to use her old MiniUSB wall charger for my Sandisk Sansa Clip+. They're reusable as hell. I like my little earbuds. Though TBH my previous phone not only didn't have an analogue output but it was in an unusual micro USB format. Shit was annoying.

"Will be outdated, laws shouldnt dictate this, technology progresses too fast". You realize that this was agreed upon by the industry (including apple) and can easily be changed if there is a revolution of tech.
