Because people are stupid and trusting them by default that they won't fuck up is dangerous. I know people who never read whatever error message their PC gives them (or any other kind of message for that matter), and just blindly click "OK" every time. Giving your users extra choice isn't going to help at all. Some of them might even choose to keep ignoring the messages about available updates just because they don't want to be bothered by a reboot.
I really don't get why everyone and their mothers keeps complaining about this, it's literally the easiest thing to fix, it's pretty much the first thing I do when I install Windows on my machine, and once you turn automatic updates off it stays turned off forever unless you decide to change that.
