Speeding on the bicycle?
What a fucking joke.
I got pulled over doing ~27mph on my bike on a 15mph stretch once (residential side-road near a school), the cop congratulated me for doing it before warning me that I still have to mind the limits cars do
Hyde Park can be very dense with pedestrians at times so yes he was going too fast.
this is why in more populated areas in the states, bikes flat out aren't allowed on sidewalks and pedestrian pathways. 15mph isn't necessarily FAST but if a pedestrian doesn't pay attention and walks into him abruptly, it can do some good damage

last fall I had a lot of fun when the police put up one of those radar signs in my neighborhood, those things that read your speed limit with a giant copy of the limit bolted above the readout, and they start flashing if you push 5+ over or whatever
slow news day...

We have loads of those in the UK, it shows your speed and if it's under the limit it shows ":)" and if it's over the limit it shows ":("

Hell that happens here too. In an otherwise completely flat river area, there's a single big hill in the city. The cops love to set up at the bottom to catch speeders but are more than happy to give kids a reading on their bikes.

They also have a first aid kit handy.
The fuck, can you even bike at 5mph without falling over? 5mph sounds like wobbly territory.
Good. This is the correct way to speed! What's the point in going like 10% over the speed limit? You only get your destination in 91% of the time. If you're going to speed you might as well go double the limit (at least) and get there in half of the time!
Personally I'd have been cycling 20 km/h!

I've done that once going down a hill. I thought I was going to die I was going so quick.
