All it exists for is to protect us from other countries (protect from invasion), and to protect our rights (ex. protect Freedom of Speech).

Let's recap. If people are ignoring/ignorant of the current laws, then putting laws in place is not a bad thing, especially when it can prevent deaths.
Maybe the inattentive driving laws are inadequate for phones. Maybe someone won a case against innattentive driving while using a phone. It's just covering all the bases. I don't see why this was brought up anyway. So there are 2 laws that converge, so what? The pursuit of Law isn't to condense it to a pamphlet.

By all-terrain vehicles I thought they were referring to ATVs or what people, like me, from rural areas like to call four-wheelers or quads. They never had seat belts to begin with. Threw me for a loop. Kinda awkward that they would include cars in it. When has it ever been legal to [I]not[/I] wear a seatbelt. Oh well, mystery solved.
