I live in Chicago and the high tax rate has already spawned a black market for cigarettes under market value. Or, you can make the commute yourself and buy them elsewhere.
It's easy, and cheap, and now 12 year olds can buy cigarettes hooray for social engineering.

One specific person I have in mind sells all sorts of drugs, plus cigarettes. It supplements his income and once you're facing felony drug charges a few charges for illegal cigarette distribution is hardly some huge obstacle.

Sure, not much if you're hanging with mates outside or something, but if you've ever been inside a heavy smokers house it's near suffocating and it's not good for anyone else in that house.
