So..do uhh prisons work differently elsewhere? Inside the United States there are a multitude of guards in towers armed with assault rifles. Small arms fire vs a civilian helicopter is a fight the helicopter is not going to win.

It doesn't say whether this was a maximum security prison or not. He may be a murderer but might be deemed a low threat still.
