You're only able to prove that they're civilians through considerable effort, after we've bombed them.

He also had the espionage act and sedition acts passed that suppressed any speech or writing against the U.S. during the war. Hoover just couldnt choose how much he wanted to help the poor.

Obama is fucking up pretty badly on foreign policy, but he's really not that bad of a president still looking his social policies (at least relative to the hate train on first page). Also just saying that the source for the article is Russia Today.
The question is, how many of the things Obama is doing are actually his doing? They'd covered up PRISM, how do we know they're not covering up something else? Then again, if that was the case and Obama actually was a 'good guy', he would likely have sacrificed himself to reveal that.
